I suspect they did it to avoid a few steps and extra weight to the plane. If you read their directions, they say something along the lines of seal, sand, then paint with silver dope. The silver dope is suppose to make flaws really visible.

I have at least 4 pints and I think a Quart of Aero Gloss Sanding Sealer along with multiple 3.5 oz jars.
Have about the same amount of Balsa Fillercoat in pint cans. Probably a lifetime worth. Sig is actually fully acceptable if you thin it properly.

I too do not care to sand silver-colored sealer! I have a reasonable amount of Brodak’s traditional sanding sealer, and I guess I’ll switch to Sig. I probably need to buy it sooner than later. Also need to get another gallon or two of lacquer thinner, which is carried by fewer and fewer stores.

I just found a large jar of Deft Lacquer Sanding Sealer in my wood shop. I originally paid $11 for a quart at Lowes, but they quit carrying it. The can was not sealing very well so I filled a jar, maybe a pint. I still have some Brodak Sanding Sealer, too, but I’m doing a rocket now with the Deft to see if I like it as much as Brodak. Both, as I recall, seem to require an extra coat compared to what using AeroGloss years ago. I may buy the Deft again if I can find it, since I am in no hurry to finish a build — an extra coat is not a concern.
I do know the Deft is going to be a LOT more than $11 for a quart if I can find it.

Also, Brodak butyrate "Primer" works almost exactly the same as "Balsa Fillercoat", which still exists.
MANY MANY years ago Pactra offered Aero Gloss SPRAY Sanding Sealer as well. Never understood that as it would require masking the body tube just to seal the wood parts. Some steps are just better brush-applied.

Easy - some of us finish the fins before we glue them onto the model. They are a lot easier to get smooth that way. No need to mask anything.
