Without doing a sim on it, adding a little weight to the nose should help. Putting the pods on the booster, however, was a bit silly, even for Estes... 
As you've seen by now from the CDD and CTD concepts, having the largest fins on the boosters isn't absolutely necessary to maintain stability. It would take much larger fins to do what was accomplished just by adding a payload section to the sustainer for an additional 5"!
Another thing you might try would be to attach the BT-5 pods to their tips with epoxy -- BUT VERY SPARINGLY! Use only a thin, almost invisible smear, on the tip and on the pod where the two will mate, then carefully wipe away any excess. This stuff is good, but it's like adding steel-reinforced concrete to the tail. 
I have one of these still in the bag. This problem requires more study to come up with a really workable solution. NEW PROJECT TIME.
