Hmmm...ok, interesting. I wonder if that is stock they had had on hand for several years or if Estes was still actively shipping out the Citation boxed kits to distributors and hobby shops through the latter 70s as well? Not sure. But your seems to be a possible case in point, unless of course, as mentioned, those were some leftover stock from early in the decade.
