You can get a longer blade by extending out one of the cheap break-off blade knives.
Here's a blog post showing a smaller nose cone.

The same technique works for larger nose cones,
Start with the blade short and make a shallow cut around the nose cone in a straight line,
Extend your knife blade to cut closer to the center,
Continue until the nose cone splits.

Keep your hands clear of the long blade - It can slip.
Don't use too much pressure - that blade might break off.
