It's from England

I believe it is dated pre World War II.

Steel shaft, sliding thingy in the middle. The sliding thingy has two groves and a sharp edge.

What is it?

It's a leather working tool? Specifically for making perforations in leather so that the leather may be sewn together.
It's either that or something for putting rivets into leather.
The thing on the shaft looks like a slap weight/ slide weight? It's kind of throwing me off.
Maybe it's a dent puller.
