Top coats to which decals are applied should be GLOSS coats... the smooth finish is essential to prevent decal silvering, caused by the decal not "snugging down" tight against the surface due to the coarse surface (relatively speaking) of the flat paint finish... If the rocket needs a flat finish, like a scale model, the rocket should be painted with a flat finish clear coat after decal application.... this seals the decals and kills the shine from the decal film and the gloss paint...
