There's a kinda new TV series Called Leverage (episode: "The Gimme a K Street Job). A recent episode required these "con men" try to con congress. They were totally overburdened and ferclempt with the degree of byzantine, counterintuitive, arbitrary, and ridiculous rules, procedures and incentives. Even they had to give up the plan and go a different route. It is an episode worth watching if only to see some of the details of laws they discuss.
