It is conceivable that the seller is well intentioned but very naive and honestly believes he can produce such a model if he can just get his first 10 - 20 customers to pre-pay and front him the development money.

Experience says it will end up costing two to ten times as much as he estimates to develop and take much longer and so he's unlikely to ever deliver anything no matter how good his intentions.

Every time I see the little "Join Ebay Bucks" sign at the top of an auction page, my eye reads it as "Join Ebay Sucks" and I wonder that Ebay finally achieved an accurate self-assessment. :-)
