Default Two part recovery

Trying to help the local high school design a TARC rocket. So, I design a couple quickies. Helps if I know what I’m talking about.

Apparently I do not know what I’m talking about.
The first design (TARC 15) simmed O.K. The second (TARC 15 24mm) does not.
The rocket is designed as a two stage because the payload bay (egg and altimeter) must return separate from the booster. There is a motor tube in the second stage (required) but no motor.
TARC 15 24mm doesn’t know that there is a parachute attached.
The only difference I can see is that the bulkhead in TARC 15 is shown as owned by the payload tube and the transition in TARC 15 24mm is owned by the sustainer. I cannot get the transition to be owned by the payload tube. I don’t know if this is part of the problem or not.
Can anyone point to my error, or know a way to work this?
