What is Special About this Rocket? (20 Questions)

Here's a challenge ... try to figure out what is special about the rocket pictured below. I'll answer "Yes"/"No" questions only.

I'll start ....

Is the rocket a kit? No.
Is the rocket scratch built? Yes.

.

Ok here's my question:
If it's not the Dirty Bird III, was the Dirty Bird III the inspiration for your scratch build?

:D

Does it have one of those old fireworks type plastic spin fin units?

Looks too short for a Dirty Bird. Plus, the there's no discernible hub at the top of the fin unit. Everything is flush, which is why I asked if it has a plastic fin unit. It could very well be balsa/basswood fins with the fins and bottom section painted to look like a plastic fin unit.
